Quantitative MSAT analysis involves identifying roadway links in an affected project area, calculating emissions for the analysis area for different analysis years, and comparing the estimated emissions between project alternatives. Florida Department of Transportation (FDOT) has developed emission rate look-up tables (ERLT) for use in quantitative MSAT analysis. The factors in the ERLT were developed using the Motor Vehicle Emissions Simulator (MOVES2014a) model for 6 districts: District 1, District 2, District 4, District 5, District 6 and District 7.
