Important Information Regarding Reimbursement for Field Office Utility Costs:
The Florida Department of Transportation Reimbursement Rate Audit Guidelines has been updated to address a change in the definition of utility costs for projects using the field office. As stated in this Guide, all field office rent and utility cost should be removed from the Direct Expense Rate calculation. Please see Part IV, C.6.a. This change will impact all audited Field Office Direct Expense Rates for years after 2018.

Important Information Regarding Travel Reimbursement:
Consultants, Vendors, and Contract Employees:
Please be advised that effective January 16, 2019, reimbursement by state agencies for travel expenses incurred through the services of Airbnb while on official state business is prohibited. Please communicate this information to all staff within your firm who may travel on behalf of FDOT on official state business. Contractor Travel Forms submitted to FDOT for reimbursement that include Airbnb expenses will be rejected, and will not be paid.

Electronic Contracting Pilot
As part of The Florida Department of Transportation’s paperless initiative, FDOT implemented the use of electronic signature technology for contracting beginning in August 2016. Procurement contracts and amendments will be executed by the Department and external signers (vendors/consultants/contractors) using an electronic signature web application. There is no cost to external signers. Please refer to the link for further detail and guidance on FDOT’s e-signature pilot and additional training information on how to sign.

Fraudulent Email Notifications
In support of the Agency’s paperless initiative, FDOT began use of an electronic signature application in August 2016, for purposes of executing contract documents. While new technology offers opportunities for process improvements, it may inevitably also present opportunities for phishing scams. Click here for information on what to do when you receive notifications to electronically sign a contract document from FDOT, to avoid becoming the victim of a phishing scam.

Geotechnical and Materials Testing Firms Notice:
In an effort to promote uniformity and consistency, the Department has added new Statewide Materials Testing job classes and also standardized the Material and Geotechnical testing rates (pay items). The new job classes are available in the Negotiation Handbook (Attachment B):
The listing of the Standard Items and Item Descriptions for Geotechnical and Materials Testing Firms is available in the Negotiation Handbook (Attachment L). Please utilize the standard numbering convention when proposing rates on new projects. Please revise your standard Published Fee Schedule to conform to FDOT standards.
