The ITSFM is a Geographical Information System (GIS) based Web application. It is designed to manage Outside Plant (OSP) transportation management equipment based on their Latitude / Longitude values using the WGS 84 coordinate system. All GPS mapping shall achieve sub-meter or better positional accuracy.

FDOT developed custom GPS mapping tools within the Trimble TerraFlex software platform. This includes the ITSFM data dictionary, mile markers, existing infrastructure, and export routines designed to synchronize with the ITSFM database directly.
This mapping tool allows GPS technicians to seamlessly map field equipment that is easily reviewed and automatically synchronized with the ITSFM database. This information can also be exported for use in MicroStation to create accurate as-built plans and exported to CSV, Google Earth, and ESRI shape files. The following feature types are supported:
- Conduit Access Points and Duct Banks
- Equipment Locations
- ITS & Signals
- Toll Sites
- Wireless Shelters & Cabinets
- Support Structures (Pole, Utility Pole, Overhead, Cantilever, Pedestrian Pole, Mast Arms, and Gantry)


Access to TerraFlex ITSFM projects is available to contractors and consultants to assist in preparing as-built deliverables. ITSFM certified Contractors and consultants will need to complete a DocuSign ITSFM GPS Project Authorization Form to gain approval for access to the GPS project within the TerraFlex system.
