The FDOT uses Construction Engineering & Inspection (CEI) firms to manage roadway construction including: earthwork and grading operations, drainage and utility work, aggregate base, asphalt, and concrete pavements, installation of roadway signage, striping, and ITS. The services provided by these firms include: project administration, daily inspection, project documentation, submittal review, design support, constructability reviews, value engineering, critical path review, materials testing, cost estimating, and claims analysis. The CEI personnel are responsible for monitoring installations, testing them and recommending acceptance of as-built documentation prepared by the contractor for the complete traffic control signal and device installation through the life of construction project.

FDOT has updated the Standard Specifications Section 611, “Acceptance Procedures for Traffic Control Signals and Devices,” January 2017 (PDF, Unknown Size) to expanded the as-built submittals to include modifications to as-built plans and equipment inventory data necessary to support the Department’s ITS Facility Management (ITSFM) system.

FDOT recommends a standardized process for as-built data collection for new installations to ensure consistent and accurate data collection for all pertinent installed components.
