- Guide deployment of a communications backbone to serve ITS deployments on major corridors.
- Manage and update the Florida ITS Operations Network (FION) to support ITS deployments.
- Manage the maintenance program for the FION to support ITS deployments and various ITS research and development initiatives.
- Manage the Federal Communications Commission statewide radio license database.
- Provide emergency operations support and recovery.
- Manage the Wireless General Manager Agreement, a resource sharing public/private partnership which places commercial wireless carriers on FDOT rights-of-way.
This program administers contracts and monitors performance using the ITS Communications General Consultant (CGC) contract as well as other stand-alone contracts. ITS CGC responsibilities include: maintenance and upgrade of existing statewide communications system, leases and operating agreements for public/private partnerships for wireless tower development, statewide fiber optic network deployment, and emergency response support.
The following are managed by this program:
FDOT has an agreement with Lodestar with exclusive rights to market and sublease space on certain FDOT towers. With this agreement, Lodestar may enter into sublease agreements with wireless providers while providing FDOT with a percentage of the gross receipts derived from these subleases. This strategy encourages wireless service providers to collocate on towers located primarily on FDOT's limited-access rights-of-way rather than developing numerous new tower sites in local communities.
The FDOT land mobile radios (LMR) provide an upgrade to FDOT’s previous simplex VHF low-band maintenance radio equipment into a statewide homogeneous and unified communications network. These radios provide improved coverage and enhanced mobile-to-mobile communications via repeater base stations.
The LMR system uses multicast, voted connectivity providing statewide radio coverage to support FDOT’s communications requirements.
The TSM&O Program assists all Districts and Florida's Turnpike Enterprise by maintaining and managing FDOT's Federal Communications Commission radio licenses. New applications, modifications, renewals and frequency coordination services are available. Highway advisory radio (both AM and FM), SunPass® toll collection and the construction/maintenance low band system are typical examples. FDOT holds over 400 individual FCC licenses.

Program Overview
Periodically, FDOT embarks on the statewide effort of updating Florida's Statewide ITS Architecture (SITSA) and Regional ITS Architectures (RITSA) which chart the current and future course of ITS deployment. The SITSA and RITSA govern the planning, design, development, integration, implementation, maintenance, and operation of Florida's ITS projects. The SITSA and RITSA provide an integrated framework to ensure that various transportation technologies can work together smoothly and effectively on Florida's highways.
The rapid pace of ITS deployment in Florida makes it essential that transportation stakeholders examine the statewide framework to determine where ITS is headed and what objectives it must meet in the future. Another reason for updating the SITSA and RITSA is the requirement that architectures conform to the current national ITS architecture, which has been revised several times since 2001. The updated SITSA and RITSA also integrate ITS planning and deployment with operations, maintenance, and security subsystems.
The Florida Department of Transportation Systems Engineering and Intelligent Transportation Systems (ITS) Procedure #750-040-003 provides FDOT, other state agency, local agency, and metropolitan or transportation planning organization responsibilities for maintaining and using the SITSA and RITSA for ITS planning and projects on state and local transportation systems.
