Ten-Year ITS Cost Feasible Plan
Developing a Ten-Year ITS Cost Feasible Plan (CFP) was the first major step in developing FDOT’s ITS Program. The CFP focuses on deploying ITS on major limited-access corridors within the Florida Intrastate Highway System (FIHS), including I-4, I-10, I-75, I-95, and Florida’s Turnpike. These deployments are coordinated with toll-funded expressways to ensure statewide consistency.
The plan was developed in cooperation with FDOT District Offices and Florida’s Turnpike Enterprise, incorporating a statewide review of ITS needs. The original CFP was funded with $496 million in statewide-managed funds and is updated annually with additional funding.
The TSM&O program works with the Districts to develop and release a Ten-Year ITS Cost Feasible Plan every year. Projects are proposed, evaluated, and programmed on a rolling basis.

TSM&O Strategic Plan
Florida’s TSM&O Strategic Plan provides statewide direction and guidance for the Florida Department of Transportation (FDOT), Florida’s Metropolitan Planning Organizations, and local governments in planning, programming, and implementing integrated multi-modal ITS elements to improve safety and efficiency in Florida’s transportation system.
The TSM&O Strategic Plan was recently updated to include:
- An analysis of FDOT’s ITS Section and District achievements with respect to objectives and initial actions.
- An assessment of new national and state ITS policies and programs.
- The identification and development of new ITS Program core strategies to guide the future of ITS in Florida.
- The provision of ITS management and operations to sustain the program.
The plan also addresses the Ten-Year ITS Cost Feasible Plan, the STAMP Action Plan, Florida’s Connected Vehicle Business Plan, and other Traffic Engineering and Operations publications.
Amber Alert Plan
The Amber Alert Plan is designed to broadcast critical information pertaining to a missing or abducted child who is believed to be in danger to the public via radio, television, and dynamic message signs.
