Systems Engineering

In 2012, the Florida Department of Transportation (FDOT), in collaboration with the Federal Highway Administration (FHWA), sponsored Systems Engineering training workshops throughout the state. These workshops were open to all public sector participants and their private sector consultants under contract for intelligent transportation systems (ITS) project development.

Using the “Systems Engineering for Intelligent Transportation Systems Handbook” as a primary reference, the purpose of these workshops was to:

  • Promote the benefits of using the systems engineering process in ITS projects
  • Communicate the requirements of FHWA Rule 940
  • Guide collaboration with other FDOT Offices on the systems engineering process
  • Integrate the systems engineering process into FDOT’s project delivery process

At the conclusion of the workshop, the participants developed a summary of actions and next steps to improve the use of systems engineering in ITS deployments.

Workshop Sessions

The workshop was provided in the following sessions:

In 2003, FDOT completed the first phase of the project. That phase was aimed at defining a consistent systems engineering approach through process review and appraisal of FDOT’s systems engineering capabilities.

Phase II utilized the work completed in Phase I to develop Florida's Statewide Systems Engineering Management Plan. The Systems Engineering Management Plan enables an ITS engineer to manage a project using systems engineering principles and methods to maximize the quality of the system being implemented, while minimizing the budget and schedule required for its completion.

The Florida Department of Transportation Systems Engineering and Intelligent Transportation Systems (ITS) Procedure #750-040-003 provides guidance on implementing the systems engineering process in the delivery of ITS projects. This guidance includes the Systems Engineering document templates, the ITS Architecture Change Request Form #750-040-04, the Project Risk Assessment and Regulatory Compliance Checklist #750-040-05 and the Systems Engineering Project Checklist #750-040-06.
