The Alternatives Public Workshop is scheduled for Wednesday, December 3, 2025 (Virtual), and Thursday, December 4, 2025 (In-Person):

  • In-Person: The Alternatives Public Workshop will be held at the 10th Street Community Center located at 724 SE 10th Street, Stuart, Florida 34994 on Thursday, December 4, 2025. The Alternatives Public Workshop will begin at 6:00 p.m. as an open house format.

The same information will be presented at each Alternatives Public Workshop event, so attending multiple is not necessary.  

Study Overview:

The Florida Department of Transportation (FDOT) is currently conducting a PD&E Study along State Road SR 714/Monterey Road at FEC Railroad Crossing. A PD&E Study is FDOT’s process to evaluate the social, economic, and environmental impacts associated with a planned transportation improvement project. The purpose of this project is to enhance traffic operations and support the growing transportation demand in the area. It seeks to establish a more efficient system linkage and facilitate enhanced emergency evacuation. Additionally, the study aims to bolster multimodal connectivity to meet both social and transportation-related demands.

Purpose and Need:

The Purpose and Need of the PD&E Study for State Road SR 714/Monterey Road at FEC Railroad Crossing in Martin County, Florida, is to address several critical objectives. Firstly, the study aims to enhance traffic operations and support the growing transportation demand in the area. It seeks to establish a more efficient system linkage and facilitate enhanced emergency evacuation. Additionally, the study aims to strengthen multimodal connectivity to meet both social and transportation-related demands. It involves evaluating alternatives to mitigate conflicts at the SR 714 and Florida East Coast FEC Railroad Crossing, including both long-term and short-term Transportation Systems Management & Operations (TSM&O) improvements. The analysis encompasses various build alternatives alongside a "No Build" scenario, emphasizing the importance of considering all options to optimize operations and safety, particularly focusing on Level of Service (LOS) improvements at signalized intersections within the study's area of influence.
