LAP Community of Practice

Effective project delivery relies on clear communication, strong coordination, and consistent cooperation. These principles guide every successful funding program, particularly those involving Federally funded projects administered by Local Agencies. To help support the understanding of Federal Highway Administration (FHWA) requirements and strengthen collaboration with all partners, the Florida Department of Transportation (FDOT) created the Local Agency Program (LAP) Community of Practice (CoP). LAP CoP is an effort that brings together FDOT, FHWA, and a broad range of local agency stakeholders to encourage peer exchange and continuously refine development and delivery processes.

By combining the knowledge and experience of transportation professionals across the state of Florida, LAP CoP works to improve project delivery and advance statewide goals. Membership is structured to ensure diverse representation, including members from the Metropolitan Planning Organization Advisory Council (MPOAC), American Public Works Association (APWA), Florida Association of County Engineers (FACERS), and the Local Technical Assistance Program (LTAP).

How the Group Works
LAP CoP thrives on discussion and collaboration. Members bring forward challenges, ideas, and process concerns; while also working together to analyze issues, identify improvements, and clarify why certain steps in project delivery are necessary. Rather than functioning as isolated administrators of Federal-aid funding, LAP CoP operates as a unified team committed to improving Florida’s Federal-aid process. Every member has a seat at the table, and every voice has value.

Meetings and Participation
Members meet quarterly, with face-to-face meetings planned twice per year; however, both in-person and remote quarterly meetings are contingent based on need.
