Introduction

FDOT is a decentralized agency consisting of the Central Office, seven Districts, and the Turnpike Enterprise. Each District has a commodities and contractual services office.

 

What are Commodities and Contractual Services?

The following are types of commodities the Department may acquire: aggregates, barricades, computer hardware and software, electrical supplies, fencing, forms, gas, grass, hardware, heavy equipment, herbicides, janitorial supplies, laboratory equipment, maintenance supplies, nuclear gauges, office supplies and furniture, paint, reflective sheeting, roadway materials, safety products, survey instruments and supplies, tools, tolls equipment, uniforms, and vertical lift platform trucks.

The following are types of contractual services the Department may acquire: accounting, asbestos surveys & abatement, auditing, banking, building maintenance, communications, courier, environmental, equipment maintenance, hardware/software development & maintenance, janitorial, landscaping, legal, management, moving, pest control, public outreach, research, right of way appraisal, security, temporary help, training, video, and wildlife research. There is no pre-qualification required for proposing/bidding on these services, however, minimum qualifications may be specified in the bid or proposal package and will need to be demonstrated in the vendor response.

 

Construction (road and bridge construction, and maintenance projects) and Professional Services (engineering, surveying and mapping, architecture, landscape architecture, planning, and right of way acquisition and management) do not fall under contractual services.

 

Where can I find Commodities and Contractual Services advertisements?

Formal procurement of commodities and contractual services are advertised in the  Vendor Information Portal then select the Search Advertisements link. You will need to select "Department of Transportation" from the drop-down menu to view our advertisements.

 

The Department utilizes the Department of Management Services(DMS) vendor list to notify vendors of advertised projects. Application to be included on this vendor list may be obtained by calling DMS at (850) 487-4634 or to register online, go to the on-line Vendor Registration web page.

 

Select the link to view the currently awarded FDOT contracts for Commodities and Contractual Services. As you plan your strategy for future bidding opportunities, pay particular attention to expiration dates and whether a renewal provision is contained within the contract. Also, be aware that our contracting needs are also affected by major statewide contracts advertised and awarded by the Department of Management Services. Many of these contracts contain a requirement for state agencies to obtain commodities and contractual services from the statewide contracts. DMS contracts include State Term Contracts, and Alternate Contract Sources.

 

How do I become a vendor doing business with the State of Florida and Florida Department of Transportation?

Register in MyFloridaMarketPlace and the Vendor Information Portal

MyFloridaMarketPlace (MFMP) is the State of Florida's vendor registration system. In addition to being registered in MFMP, you will also need to register for electronic notification of bidding opportunities in the Vendor Information Portal. To be properly notified of bidding opportunities, it is important that the commodity codes used to describe your products / services are inclusive and that the proper choices are selected for notification purposes. State of Florida Minority Certification

To begin the certification process, please follow the steps below:

1.Once MFMP registration is completed, you will have 25 days from that date to submit the required supporting documentation as it pertains to your business structure.  The required lists of supporting documents are on the Office of Supplier Development's website under the  Certification / Supporting Documentation Link.

Division of Corporations

The Department of State requires vendors performing contractual services to be registered with the Division of Corporations. Registration information can be found at: https://dos.myflorida.com/sunbiz/


Department of Financial Services

The Florida Department of Financial Services (DFS) requires all vendors that do business with the state to submit an electronic Substitute Form W-9.  Vendors must submit their W-9 forms electronically at https://flvendor.myfloridacfo.com to receive payments from the state.  Contact the DFS Customer Service Desk at (850) 413-5519 or FLW9@myfloridacfo.com with any questions.
