Final As-Built Plans FAQ
1. Why do I need to extract the Contract Plans? Doing so will erase the EOR's visual digital seal and signature.
The RO must extract the Contract Plans, and save a copy in the Final As-Built Plans folder, in order to edit the file(s). The extracted set(s) will allow the RO to insert the Final As-Built Signature Sheet(s) and any revisions, as well as markup changes made by the responsible engineer.
2. How should the Final As-Built Plans be organized?

3. Where can the As-Built Signature Sheet be found?
Two versions of the As-built Signature Sheet can be found on the Construction website at: http://www.fdot.gov/construction/eConstruction/AsBuiltPlans.shtm
4. How should as-built plans submitted by a Contractor's specialty engineer be included in the Final As-built Plan set?
Contractor supplied as-built plans should be uploaded into EDMS. Within the Key Sheet, it should be noted beside the sheet name "Contractor supplied As-Built Plans - EDMS Doc # _________" Then provide the EDMS number for future reference.
It is not necessary for the responsible engineer to sign and seal as-built plans submitted by the Contractor.

5. Why can’t I open macro-enabled excel files from a PDF Package in Adobe?
Adobe “blacklisted” .xlsm files after the 2017.012.20093 update. You can still use Bluebeam or Nuance to open these files. You can also update your registry to allow macro-enabled files, if you choose. See the Adobe Forum for more information.

Bluebeam FAQ
1. Why was Bluebeam Revu eXtreme chosen by FDOT?
In evaluating the software, it was determined other offices within Engineering and Operations would utilize this software as well. The decision was made to meet our future needs as a whole. Thus we went with the more robust software as our standard.
2. Should I change my default PDF Viewer? How do I change my default PDF Viewer?
It is not recommended to change your default PDF Viewer to Bluebeam. Bluebeam does not have the same consistency with applying and validating digital signatures, so if you use Bluebeam, please only use Bluebeam for marking up Final As-Built Plans to reduce issues with digital signatures.

3. Is there information on how to use Bluebeam to create pdf files with correct orientation and scale when using print organizer for batch printing?

4. Is Bluebeam Revu eXtreme to be used by CCEI companies when submitting Final As-built Plans to the Department?
FDOT does not mandate the use of Bluebeam by other stakeholders. The use of Adobe, Nuance, or other PDF software is acceptable as long as compliance with Department policies and procedures is maintained.
5. How do you optimize a file in Bluebeam (equivalent to the Adobe Acrobat “Fast Web View” setting)?
To create a more “browser friendly” PDF, use the Reduce File Size process, by selecting Document > Process > Reduce File Size (see screenshot below).
Please note this will not change the PDF setting for “Fast Web View” to Yes, but it will provide an optimized PDF.
