Civil Integrated Management

Civil Integrated Management (CIM) provides strategic planning, leadership and support for operational technology/data within the Florida Department of Transportation. The rapid development of information technologies and the growing need for accelerated project delivery with improved quality require all transportation stakeholders to develop and utilize more effective ways of planning, designing, constructing, maintaining, operating and managing transportation facilities through their life cycle. The framework for implementing CIM is based on the spatial elements of all data related to the highway system. The management of various systems, technology, and data all need to align with consideration to the various business and financial outcomes desired and therefore need to be developed and managed from an organizational perspective through standards, governance, and strategic goals.

CIM supports the department's organizational management of operational technology and spatial data through the following divisions: Geographic Information SystemsSurveying and Mapping, Transportation Data and Analytics, and Data Systems Support

Civil Integrated Management (CIM) is committed to achieving the goals set forth by the agency, which among others include improving safety, enhancing mobility, and inspiring innovation. Here are some efforts related to this initiative:

  • The Geographic Information Systems (GIS) System of Engagement (SoE), built on a web-GIS framework and fueled by the ROADS initiative, provides FDOT with a single enterprise view where FDOT workers and partners can consume, analyze, and contribute to enterprise data. Suites of interconnected apps, organized by business function and as easy to use as the apps on a smart phone, will improve decision making and save time in the search for data and insight.
  • Together with various cooperative agencies, the FPRN network consists of nearly 100 Continuously Operating Reference Stations (CORS) located throughout Florida. FDOT is work closely with the National Geodetic Survey's National CORS network. Each CORS site provides Global Positioning System (GPS) carrier phase and code range measurements in support of 3-dimensional positioning activities throughout Florida and surrounding states.
