District 1 Connected Vehicle Master Plan


In 2024, District One completed the development of its Connected Vehicle Master Plan. The document was prepared to meet the following goals:

  • Provide the reader with a general understanding of CV and a better understanding of how it can be used to increase safety on District 1 roadways.
  • Use a data-driven process to identify high-risk areas on the interstate and arterials and provide an evaluation of these crashes as related to severity to determine where CV implementation would be most effective in reducing fatalities and critical injuries.
  • Use this data to develop a CV Deployment Plan to identify short-term, mid-term, and long-term projects for inclusion in the FDOT Work Program, Local Agency Funding and/or Metropolitan Planning Organization (MPO)/Transportation Planning Organization (TPO) funding.
  • Identify deficiencies in FDOT and local agency IT infrastructure, as it relates to the large bandwidth needs and data storage requirements for CV.
  • Review existing FDOT and local agency personnel, position descriptions, resources, and capabilities to determine needs for additional resources and training.
  • Identify key components for ensuring regional and statewide compatibility of CV components and the Security Credential Management System (SCMS) that is required to keep people from gaining unauthorized access into the network.
  • Outline strategies for:
    • The collection, storage, and distribution of data
    • CV Project Road Mapping
    • Stakeholder engagement
    • Staffing levels and position descriptions to support CV Deployment Initiatives.
  • Provide an outline for a CV Training Plan for use by FDOT and local agency stakeholders.
