Federal Grant Programs


There are various types of federal aid highway program funds available for projects that can be used to develop, design, and construct transportation facilities in local communities. These programs are administered by the Department and made available to Local Agencies in the form of grants. Select a grant type below to learn more about each program.

Local Agency Program (LAP)

The Local Agency Program or “LAP” is the Department's primary delivery mechanism for local agency projects to develop, design, and construct transportation facilities with Federal-Aid funds. FDOT is the steward of the Federal-aid funds and is responsible for oversight of federally funded projects on behalf of the Federal Highway Administration (FHWA). Local agencies must be certified to deliver LAP projects.

Federal Discretionary Grants

Local agencies may also be awarded federal funding through the Federal Highway Administration (FHWA) but the type of work or grant funding does not conform to the Department's standard Federal-aid delivery mechanism of LAP. Certification is not applicable for subrecipient's of these grant funds. Conditions where LAP Certification may not be applicable are provided in Chapter 2 of the Local Programs Manual.

FHWA Emergency Relief

When a State of Emergency is issued by a Governor’s Proclamation or a Presidential Declaration the FHWA ER Program may be activated. Furthermore, this funding source is specific to when a natural disaster or catastrophic failure from an external cause requires a repair or reconstruction of a Federal-aid highway or road.
