2012
- Defined “autonomous vehicle” as a vehicle that can drive without the active control or monitoring by a human
- Required autonomous vehicle to have the means to alert the operator of the technology failure and for the operator to take control of the vehicle
- Required an autonomous vehicle to meet federal motor vehicle standards and NHTSA regulations
- Allowed autonomous vehicles to be operated on roads by persons with a valid driver’s license and designated by manufacturers of autonomous technology for testing
- Required human operator to be in the vehicle unless on a closed course
- Required $5M insurance or bond prior to testing an autonomous vehicle
- Limited liability of the vehicle manufacturer
- The Secretary of Transportation may enroll the State of Florida in any federal pilot program or project for the collection and study of data for the review of federal or state roadway safety, infrastructure sustainability, congestion mitigation, transportation system efficiency, autonomous vehicle technology, or capacity challenges.
- No motor vehicle may be operated on the highways of this state if the vehicle is actively displaying moving television broadcast or pre-recorded video entertainment content that is visible from the driver’s seat
- A person may not operate a motor vehicle while manually typing or entering multiple letters, numbers, symbols, or other characters into a wireless communications device or while sending or reading data on such a device for the purpose of nonvoice interpersonal communication, including, but not limited to, communication methods known as texting, emailing, and instant messaging
