Manual on Uniform Traffic Studies

The purpose of the Manual on Uniform Traffic Studies (MUTS) is to establish minimum standards for conducting traffic engineering studies on roads under the jurisdiction of the Department of Transportation. In addition, local governmental traffic engineering agencies are recommended and encouraged to use the MUTS as a guideline in conducting studies within their area of responsibility.

The MUTS is available in electronic format only. If you are interested in receiving an email update when approved changes have been made, please sign up to receive E-updates through the Contact Mailer. Once registered, click on the Manual on Uniform Traffic Studies under Traffic Engineering.

Please view Traffic Engineering and Operations Bulletin 20-04 for a description of revisions to the 2021 manual.

Please see the Traffic Engineering and Operation Bulletin page for past MUTS Manual Bulletins.

Computer Based Training (CBT) modules have been developed for each MUTS chapter. For Learning Curve access to the training modules, click here; for non-FDOT staff / Partners, use this link.
