PD&E Study for Willoughby Boulevard Extension from State Road (S.R.) 714/Monterey Road to U.S. 1/S.R. 5/Federal Highway, Martin County, Florida


About the Study:

This project will evaluate the extension of Willoughby Boulevard from S.R. 714/Monterey Road to connect to S.R. 5/U.S. 1/Federal Highway. The existing Willoughby Boulevard, south of S.R. 714/Monterey Road, is a four-lane roadway with sidewalks on both sides. The extension is expected to be two lanes (one in each direction) with sidewalks and bicycle facility accommodations. The project is located within unincorporated Martin County and the City of Stuart in Martin County, Florida.

The project will analyze three alternatives:

  • Corridor 1: Extends Willoughby Boulevard north along SE Alhambra Avenue and across SE Central Parkway to connect with U.S. 1 near S.R. 5A.
  • Corridor 2: Realigns Willoughby Boulevard to the east near the Martin County Sheriff’s Office and continues north across SE Monterey Road along SE Rays Way. It then follows SE Central Parkway west to Poppleton Creek Park where it turns north to connect with U.S. 1 near S.R. 5A.
  • No Build: The No-Build Alternative will not provide any improvements; it will remain a viable alternative throughout the project.
