Florida receives funding by contract authority from the United States Department of Transportation’s Federal Highway Administration (FHWA) through the Surface Development Block Grant. Subject to the overall federal-aid obligation limitation, a portion of these allocations are for transportation “alternatives” or “enhancements”. FDOT administers this federal funding, now known as the Transportation Alternatives Set-Aside program (TA), through a competitive process. TA funds a variety of smaller-scale transportation projects and activities that expand and integrate accessible non-motorized travel choices and make them safer, including on- and off-road bicycle and pedestrian facilities, recreational trails, safe routes for non-drivers, safe routes to schools, and accessibility improvements to help achieve compliance with the Americans with Disabilities Act of 1990. Strengthening our economy by enhancing traveling experiences throughout communities, TA also funds cultural, historical, and environmental aspects of transportation infrastructure including construction of turnouts, overlooks and viewing areas; historic preservation and rehabilitation of historic transportation facilities; vegetation management in transportation rights-of-way; archaeological activities related to impacts from transportation projects; and environmental mitigation related to stormwater and habitat connectivity.
Grant Application Process (GAP) Resources
| Grant Application Process or “GAP” is the Department’s software program for soliciting and receiving requests for funding and grant project management for programmed allocations. To be eligible for consideration to receive TA funding from FDOT, applications must be received with all applicable project information through GAP during an open solicitation cycle. Applicants are strongly encouraged to make submissions in advance of the deadline. If you have not yet done so, complete the GAP registration process to obtain an account. FDOT TA solicitation cycles vary by region: - District 1: Jan. 5, 2026 – Mar. 31, 2026, by 11:00 p.m. Hard deadline.
- District 2: Oct. 22, 2025 – Jan. 22, 2026, by 2:00 p.m. Hard deadline.
- District 3: 7:00 a.m., CST, Nov. 3, 2025 – Jan. 16, 2026, by 10:00 p.m., CST. Hard deadline.
- District 4: Oct. 31, 2025 – Feb. 27, 2026, by 11:59 p.m. Hard deadline.
- District 5: Future cycle dates to be determined (last cycle CLOSED at 11:59 p.m., Aug. 15, 2025. Hard deadline).
- District 6: Future cycle dates to be determined (last cycle CLOSED at 5:00 p.m., Dec. 4, 2025. Hard deadline).

Their competitive solicitation process is outside of GAP.
