NOTICE OF ENVIRONMENTAL ASSESSMENT REVIEW

Broward County and the Florida Department of Transportation (FDOT) have developed an Environmental Assessment (EA) as required by the Federal Transit Administration (FTA) for commuter rail service in Broward County to ensure compliance with the National Environmental Policy Act (NEPA). The EA evaluates the implementation of commuter rail service on the Florida East Coast (FEC) Railway corridor from the passenger station in the City of Aventura northward to the City of Fort Lauderdale, a distance of 11.5 miles. New passenger stations are proposed in the City of Hollywood, at the Fort Lauderdale-Hollywood International Airport, and in South Fort Lauderdale.

The purpose of the EA is to analyze the effects of implementing the project on the physical, human, and natural environments. This is a notice that a 30-day public comment period will commence on July 19, 2024 and end on August 18, 2024 in order to take comments on the EA. All comments received during this comment period, and responses to those comments, will be incorporated into the final NEPA decision document. Comments may be submitted anytime during the comment period in one of two ways:

All written comments must be received by 4:30 P.M. on Sunday, August 18, 2024. Comments are invited by all interested parties.

Please note that the personal information of those submitting comments, if provided, may be published in environmental documents that are publicly circulated. A member of the public may choose to exclude their personal information in their comments.

An electronic copy of the EA is available through August 18, 2024, on the project website (www.browardcommuterrailstudy.com) in plain text and pdf formats, and in hard copy format at Broward County Transit Headquarters (1 North University Drive, Suite 3100A, Plantation, Florida 33324) during normal business hours. Hard copies are also available at the FTA Region 4 Office located at 230 Peachtree Street, NW Suite 1400, Atlanta, GA 30303, United States.

Printed copies of the Draft EA will also be available for review during regular business hours at the following Broward County public library locations:

ABOUT THE PROJECT

The Florida Department of Transportation (FDOT) and Broward County Transit have been evaluating alternatives for implementing commuter rail along the Florida East Coast (FEC) Railway from Aventura in Miami-Dade County into Broward County since January 2021. This evaluation is a direct result of a previous study known as the ‘Coastal Link’ that evaluated 85 miles of commuter rail in Miami-Dade, Broward, and Palm Beach Counties. On August 25, 2022, the Broward County Commission adopted a Locally Preferred Alternative (LPA) for Broward Commuter Rail South (BCR South) to extend commuter rail service on the FEC Railway corridor from the passenger station in the City of Aventura north to the City of Fort Lauderdale, a distance of 11.5 miles. Stations are recommended in the City of Hollywood, Fort Lauderdale-Hollywood International Airport, and South Fort Lauderdale. The South Fort Lauderdale station provides access to downtown Fort Lauderdale, Broward Health Medical Center, the Broward County Convention Center, Port Everglades, and the Beaches. The Broward County Commission directed staff to pursue grant funding from federal and state government sources to support the project, and to coordinate with the Broward Metropolitan Planning Organization (MPO) and other organizations as appropriate in seeking such grant funding.

Miami-Dade County is also studying the implementation of commuter rail service in the FEC corridor from Downtown Miami to the Brightline Station in Aventura, known as the Northeast Corridor. The Northeast Corridor is in the Project Development phase with the Federal Transit Administration making it eligible to compete for federal funding.
