The Federal Highway Administration (FHWA) requires the Florida Department of Transportation (FDOT) as a contracting agency to assure compliance of contractors with the Equal Employment Opportunity (EEO) and Affirmative Action (AA), Disadvantaged Business Enterprise (DBE), On The Job Training (OJT) and federal Wage Rate requirements. Compliance with these requirements includes applicable direct and federal-aid highway construction contracts, including subcontracts of $10,000.00 or more (not including sub-contracts for materials and supplies).
