Overview

The Railway-Highway Crossings (Section 130) Program provides funds for the elimination of hazards at railway-highway crossings. Highway-Rail Grade Crossing State Action Plans outline the key challenges for each state, and the vision for how each state will address those key challenges. 

In 2008, the 10 states with the highest number of grade crossing collisions on average during calendar years 2006, 2007 and 2008 were required to develop a Highway-Rail Grade Crossing State Action Plan. FDOT developed the first Highway-Rail Grade Crossing Safety Action Plan in 2011 to comply with these federal requirements. The plan outlined how the Department would accomplish the goal of a highway‐rail safety program that promotes a safe, economical, and efficient transportation system in the public interest. 

The Fixing America’s Surface Transportation (FAST) Act mandated that the 10 states previously identified in the Rail Safety Improvement Act of 2008 must provide the Federal Railroad Administration (FRA) an updated state action plan and a report describing what the state did to implement its previous state action plan and how the state will continue to reduce grade crossing safety risks.

Next Steps

FDOT has developed an updated draft Highway-Rail Grade Crossing Safety Action Plan to meet the latest requirements, and submitted to the Federal Railroad Administration (FRA) for approval. FDOT held a public webinar January 19, 2022 to hear a summary of draft plan content and provide additional feedback. Click here to view the webinar presentation.
