The Toll Permit Program was created in 1988 to address concerns raised regarding individuals who, due to an upper limb impairment, were unable to physically reach out to pay required tolls. The legislature passed the "Beverly Chapman Act" with the intent
to eliminate this barrier. Learn more about the "Beverly Chapman Act".
The Toll Permit Program is a separate program from the Florida Department of Transportation's SunPass Program. Partnering with the SunPass Program allows individuals who qualify for the Toll Permit (orange permit sticker) to apply for a Non-Revenue SunPass
Mini Transponder. If you have other questions or need more information regarding the Non-Revenue SunPass Mini Transponder, contact Reno Abbadini at SunPass Operations phone (561) 488-5312.
