Annual Operating Report (AOR) Study - June 2024 - Update


For the last two years, the CTD contracted with Thomas Howell Ferguson (THF) to facilitate a study to improve the accuracy and analyses of performance data reported in the AOR. In September 2023, the first report, FCTD Ad-hoc AOR report 08/21/2023 was presented and approved by the Commission, which included a recommendation to test the collection of disaggregated (detailed) data as part of the AOR. In Spring 2024, THF created a prototype website, and the Commission invited Community Transportation Coordinators (CTCs) to test the submission of their disaggregated AOR data for the purpose of this study. In June, THF presented its second report AOR Study 2 - Final Report to the Commission, which includes an overview of the study and discusses the feasibility of the test website, including analytical capabilities from the disaggregated data that was collected during the testing.

The Commission will receive a presentation on the second report and discuss recommendations for future AORs at the July 17, 2024, Commission Business Meeting. The recommendations will be included within the Commission Business Meeting Packet.  


Annual Performance Reports (APR)


The Annual Performance Report provides an overview of the program and summarizes performance trends statewide. The information reported is collected and compiled from the annual operating data of each county-based state fiscal year July through June. The Annual Performance report is completed on January 1st each year and delivered to the Governor, Legislature and Commission.

CTD Report on ADA Paratransit Services


The Commission has published a final report on its policy pertaining to the use of Transportation Disadvantaged Trust Fund dollars related to "Complementary Paratransit" services required under the U.S. Americans with Disabilities Act (ADA). The report results from two public workshops held on February 25 and May 7, 2021, where the Commission invited stakeholders to provide public input on this policy. The report was approved at the Commission Business Meeting on June 3, 2021. The final report and related information are provided below:
