Application Services

Glendora Fortune is the manager of the Application Services Management Team. Application Services manages the enterprise computer applications and data that support the department’s critical business functions. This includes application planning, design, development, implementation, support and maintenance. Application Services promotes the integration of critical enterprise data with essential FDOT business processes. Application Services partners with the user-community to determine the best technical solutions to meet business needs in the most efficient and expedient manner. Application Services provides analysis and recommendations for streamlining, improving, and automating departmental business processes. Application Services manages contracts and resources supporting enterprise applications.

Application Development & Production Support
Application Development & Production Support (ADAPTS) works in partnership with the Florida Department of Transportation’s (FDOT) functional offices to develop, manage and support enterprise applications, data, and steward the enterprise application portfolio. ADAPTS brings an enterprise perspective using extensible architecture that accommodates flexibility, growth, and sharing within FDOT, with other Florida State agencies, and with other state Department of Transportations. ADAPTS accomplishes the approved Application Services Work Plan from business cases through project initiation, production implementation and receipt into the application production support portfolio. These applications may include new development, enhancement, merged or technology rewrites as well as providing oversight for external projects.

Contract & Project Management
Contract & Project Management (CPM) manages the Applications Services external projects and contractual services staff augmentation activities and budget. CPM provides oversight in the creation of procurement documents for external projects and staff augmentation including: plan, organize and coordinate external projects and ensure collaboration between the contracted vendors, the customer functional office and Applications Services including overall scheduling, organization and coordination of product reviews, assuring that the products are successfully delivered with expected solutions, and delivered on time, within budget. CPM is accountable for fair advertising, tracking performance of vendors, selection of candidates and creation of purchase orders and managing the contractual services budget.

Multimedia & Portfolio Solutions
Multimedia & Portfolio Services (MPS) manages Florida Department of Transportation’s (FDOT) enterprise application portfolios; the Office of Information Technology’s (OIT) perennial work program; budget and performance metrics; and project and application repositories. MPS develops and analyzes results related to the Application Services Office unit plan metrics, employee surveys, customer service surveys, etc. MPS produces computer based training and multimedia products to support the FDOT’s overall mission.

Standards & Quality Management
Standards and Quality Management (SQM) supports the mission of Florida Department of Transportation (FDOT) by implementing information technology standards, policies, procedures, business analysis, quality practices, and coordinating audit responses to assure the quality of OIT programs. SQM coordinates and facilitates strategic planning activities and manage enterprise standards, performs quality assurance reviews and quality inspections, work with FDOT to define business cases, and high level business, data, and functional requirements. SQM assures the quality of applications by performing and overseeing software testing on application development projects. SQM perform the FDOT Webmaster function.

Strategic Enterprise Architecture & Infrastructure
Strategic Enterprise Architecture & Infrastructure (SEAIT) advances and supports enterprise infrastructure and application architecture to assist the department in successfully building and supporting applications on an enterprise level. SEAIT manages enterprise master data and metadata, and perform data administration functions. SEAIT provides services and support of database platforms, business intelligence, Windows servers, Electronic Document Management System (EDMS), Geographic Information System (GIS), and the FDOT Enterprise Libraries (FEL).
