Grants Administration and Procurement

  1. Develop a grant application manual for federal programs providing funds for transportation services under the Federal Transit Administration's (FTA) Sections 5303, 5310 and 5311 Programs.  

  2. Prepare and submit statewide applications for FTA Sections 5303, 5313(b), 5310 and 5311 Programs. Maintain liaison with federal government agencies regarding transit programs and issues. Prepare required reports.  

  3. Prepare the allocations of Governor Apportionment funds for urbanized areas under 200,000 in population.  

  4. Administer and manage innovative finance grants from the FTA.  

  5. Develop guidelines and administer the Service Development and the Public Transit Block Grant Program.       

  6. Monitor and ensure compliance by District Offices with established state and federal policies, procedures and guidelines.  

  7. Research and provide guidance to local transit systems on available innovative financing methods and techniques.        

  8. Provide support and technical assistance in the development of policy and legislation for the Office and the State Public Transportation Administrator.  

  9. Review and report on proposed and adopted state and federal legislation related to public transportation.       

  10. Review and process requests for the use of Toll Revenue Credits for use on transit capital projects and maintain the balance of those credits.  

  11. Provide ongoing technical assistance and training to district transit staff and our subrecipients on issues related to the Federal Transit Act and related guidelines, circulars, and technical memos, and the Transportation Equity Act of the 21st Century.  

  12. Provide ongoing technical assistance and training to district transit staff and recipients on issues related to state transit grant programs including the Service Development and Block Grant Programs.  

  13. Coordinate the distribution of funds for transit corridor, transportation demand management and park-n-ride programs to the districts based on need.                

  14. Provide training in transportation demand management to District and local agency staff.      

  15. Coordinate the distribution of funds for park-n-ride based on need.  

  16. Coordinate the distribution of funds for FTA Section 5303 funds and provide technical support to the Districts in the administration of the funds.  

  17. Function as a liaison to FTA in the administration of Section 5303 funds.

  18. Coordinate and implement a statewide vehicle procurement program to assist transit agencies in acquiring transit vehicles of high quality at lower costs. 

Transit Operations and Safety

  1. Provide management, coordination and direction to the State Fleet Leasing Program.   Develop procedures for leasing and accountability of equipment.  

  2. Provide technical assistance to transit systems and district offices on equipment leases, operating requirements, equipment procurement specifications, and modifications.       

  3. Provide technical assistance, management and coordination for the Statewide Mechanic's Training Program for transit system employees.      

  4. Establish guidelines and criteria for implementation and compliance with safety program procedures and regulations.      

  5. Coordinate, develop and implement bus transit and fixed guideway transportation system safety programs pursuant to state statute and Federal regulations.  

  6. Develop and adopt implementation procedures for the transit safety program.  

  7. Develop and implement a statewide safety review program for bus and fixed guideway transit systems.  

  8. Develop maintenance inspection and repair procedures for use by transit systems. Perform on-site inspections of vehicles to ensure compliance with proper maintenance procedures and contractual agreements.       

  9. Provide technical assistance to transit systems on maintenance and safety matters relating to the purchase and operation of vehicles.  

  10. Research and identify existing training, technical assistance, and education programs which may be utilized by the Department and transit agencies.  

  11. Provide support and technical assistance to transit agencies on transit vehicle procurement issues and compliance with state and federal requirements.  

  12. Develop and implement research activities related to transit vehicles, safety programs and facilities and equipment in support of district and transit agency needs.  

  13. Coordinate, develop and implement federal regulations regarding drug and alcohol testing requirements for transit agencies.  

  14. Coordinate, develop and implement a statewide contract to provide drug and alcohol testing services and technical assistance to transit agencies for compliance with federal regulations.  

  15. Act as the Department's representative in matters relating to transit operations and provide liaison to the Florida Transit Association on technical and operational issues.       

  16. Propose, review and analyze state and federal legislation pertaining to transit operational matters.

Transit Planning and Commuter Assistance

  1. Develop and coordinate the implementation of transit data and transit performance standards.       

  2. Manage statewide research projects and planning studies that result in applied transit supportive projects.     

  3. Provide guidance and research on new transit technology and pilot programs to assist Florida's transit agencies to achieve innovative operations.  

  4. Provide guidance on the preparation of Transit Development Plans, and assistance to the District Offices with the review of the TDPs.  

  5. Develop and maintain computerized data bases and software applications on transit programs and projects.  

  6. Analyze technical information on public transportation problems and issues.  

  7. Coordinate the functions of the Transit Office with the FDOT offices of Policy Planning, Strategic Planning, Design, CADD, Transportation Modeling, and Modal offices.

  8. Propose, review and analyze state and federal regulation pertaining to transit planning.       

  9. Provide training in transit planning to District and local agency staff.

  10. Administer the Rural Transit Assistance Program and coordinate program training, technical assistance, and education activities with the Commission for Transportation Disadvantaged, Florida Association of Coordinated Transportation Systems, and rural transportation operators to ensure programs are meeting the needs of local systems.
