In Florida, express lanes are a type of managed lane where congestion is managed with pricing, access, eligibility and dynamic tolling. Express lanes are implemented to address existing congestion, enhance transit services, accommodate future regional growth and development, enhance hurricane and other emergency evacuation and improve system connectivity between key limited access facilities. When express lanes begin to reach their capacity, the toll is increased to discourage drivers from entering the lanes. This allow the express lanes to maintain a certain level of trip reliability. Currently Florida Department of Transportation has several express lane systems either in operation, under construction and proposed.
