How do I create an account for use with the Bid Question and Answer Application?
A FDOT Internet Subscription Account (ISA) is required to submit a question. You must have a valid email account to create an account. A new account can be created at the hyperlink below:

What are the requirements for passwords in the Bid Question and Answers Application?
Passwords must be at least 8 characters long and must contain at least 1 character from 3 of the following categories:
Uppercase letters, Lowercase letters, Numbers, and Special characters.
Uppercase letters, Lowercase letters, Numbers, and Special characters.
An example of an allowed password could be: Testing123 (contains 1 uppercase letter, lowercase letters, and numbers)
What are the availability hours for the Bid Questions and Answers Application?
Monday - Friday 6:00 a.m. to 9:00 p.m.
Saturday 6:00 a.m. to 7:00 p.m.
Sunday Not Available

What is the difference between Saving and Submitting a question in the Bid Question and Answer Application?
Questions that have been saved are stored under the users My Profile tab and can be returned to for further editing. Submitted questions are finished questions that are sent to the appropriate Department staff for responses. Once a question has been submitted, it can no longer be edited.
How do I return to a previously Saved question?
Questions that have been previously Saved (but not yet submitted) can be located under the My Profile tab.
After Submitting a question, I do not see it listed as a question for the proposal yet?
After submitting a question, the District Office can review and/or prepare the answer before allowing the question to be "viewed" on the Bid Question and Answer website. This is a normal part of the process. You should receive an email stating that your question was submitted successfully.
What are the general rules for posting and responding to questions submitted using the Bid Question and Answer Application?
For 30 day advertisements: Questions posted to this site before 5:00 P.M. (EST) on the seventh calendar day prior to the bid opening, or tenth calendar day prior to the December bid opening, will be responded to by the Department. For questions posted after these times, an answer cannot be assured. For all questions posted before the deadline, the Department will provide and post responses at the same website before 8:00 A.M. (EST) on the second calendar day prior to bid opening.
For 60 day advertisements: Questions posted to this site before 5:00 P.M. (EST) on the tenth calendar day prior to the bid opening, will be responded to by the Department. For questions posted after this deadline, an answer cannot be assured. For all questions posted before the deadline, the Department will provide and post responses at the same website before 8:00 A.M. (EST) on the second calendar day prior to bid opening.
Take responsibility to review and be familiar with all questions and responses posted to this website and to make any necessary adjustments in the proposal accordingly.

How do you search for an upcoming proposal?
From the Bid Question and Answer home page (see hyperlink below), you can either begin typing the proposal number in the Proposals drop down box, or use the drop down arrow to view all the current proposals shown on the site.
There is also an Advanced Proposal Search button. Selecting this feature will allow you to search for proposals in specific Districts and using date parameters as well.
How can I save/print all of the questions and answers for a proposal into a single electronic file?
From the bottom of the proposal details page for the selected proposal, you will find a Print Questions and Answers button.
Click the button as shown in the screenshot below.
From the Print screen, select the file export button and choose one of the default electronic formats to save the
details to (Word, Excel, PDF).
All of the questions and answers for the proposal will be exported into the selected format. Save the new file and use as reference as needed. Please note that any attachments provided for individual questions and answers must be saved separately.
