Public-Private Partnerships (P3) projects procured under s.334.30, F.S. include:
State Infrastructure Bank (SIB) The SIB is a revolving loan and credit enhancement program that can provideloans and other assistance to public and private entities. The SIB can also leverage funds through loans and credit enhancements to improve project feasibility. Loans from the SIB may bear interest at or below market interest rates.
Toll Finance and Toll Facilities The toll facilities owned and operated by the Department include Alligator Alley, Sunshine Skyway, Pinellas Bayway System and 95 Express. 595 Express is owned by the department but operated under a concession agreement. The facilities operated by the Department under Lease Purchase Agreements (LPAs) and owned by the respective Authorities include Garcon Point Bridge and Mid-Bay Bridge and Connector. Florida's Turnpike Enterprise provides toll operations for each of the Department-owned and operated facilities, and the respective district offices provide maintenance. The Department also has an LPA with the Central Florida Expressway Authority, but that authority operates and maintains their system.
