TCAR is a uniform approach for advancing transit projects by linking early planning work to the FDOT Project Development and Environment (PD&E) process as well as the Federal Transit Administration (FTA) Project Development process. The purpose of the TCAR training is to define the process for early planning and evaluation of transit projects in Florida. The training is applicable to all agencies that serve as lead agencies in the transit project development process
