Florida's Metropolitan Planning Organizations (MPOs) are federally required to develop a Unified Planning Work Program (UPWP) every two years. The UPWP serves as the MPOs transportation planning work program, which identifies the planning budget and tasks that the MPO will perform over the two-year period.
Planning Emphasis Areas (PEAs) are used by FHWA, FTA and FDOT to encourage transportation planning agencies to give priority to particular issues in the unified planning work programs (UPWP). This page provides guidance on the PEAs that are encouraged to be incorporated (or given priority and emphasis) in each of the MPOs 2016/17 - 2017/18 Unified Planning Work Programs.
