Agreement to Use Electronic Signatures

If a Contractor or CEI firm wishes to do business electronically with the Department:
 

The Contractor or CEI Firm must obtain Digital Signature capability in accordance with the acquisition guidelines.

For Contracts to be executed in the future:
1.  The digital certificate provider must be approved by the Department.  Certificate providers should meet the National Institute of Standards and Technology (NIST) level 3 criteria.

2.  The Contractor or CEI Firm and the Department must sign a letter of agreement to do business electronically.

3.  Both parties must share the ability to validate one another's digital certificates.

For Contracts currently executed and in active status:
1.  The digital certificate provider must be approved by the Department.  Certificate providers should meet the National Institute of Standards and Technology (NIST) level 3criteria.

2.  The Contractor or CEI Firm and the Department must execute a zero dollar supplemental agreement approving the use of electronic form submission.

3.  Both parties must share the ability to validate one another's digital certificates.
